The Flotilla can build other Capital Ships to expand the amount of population they can hold, as well as resources they can make. This ship would function similarly to the Orbital Habitats in that it can have districts built inside of it, population housed inside of it, and would essentially be similar to the Juggernaut in size. The player starts with no Orbital Habitats, but instead get a Capital Ship. The difference is that the players would essentially have a similar situation to the Caravans. Starting out, The Flotilla would be similar in feel to the Void Dwellers, in that they do not have a home planet and would have the Habitat Preference. This is going to be the kind of suggestion that people are going to likely love or hate, but I found the idea super fun and wanted to share it!
